On Tuesday, March 2, 2010, President Obama signed H.R. 4691: Temporary Extension Act, a $10 billion stop gap bill which, among other things, amends ARRA to extend through March 31, 2010 the eligibility of a Qualified Beneficiary (QB) for COBRA continuation coverage and premium assistance. Additionally, the legislation redefines ‘premium assistance eligible individuals’ for COBRA continuation coverage to treat as a qualifying event for such coverage the involuntary termination of employment after the enactment of the Act of any QB who did not make (or who made and discontinued) an election of such coverage on the basis of a reduction in hours of employment.
